Bandung DPRD Tightens Oversight on RSUD and Inspectorate Building Construction

Bandung City's Regional People's Representative Council (DPRD) is proactively identifying potential risks in the construction of the new Regional General Hospital (RSUD) and the Inspectorate Building. This strategic move aims to ensure these vital public projects are completed on schedule and within budget, avoiding legal complications or financial overruns.

A recent Focus Group Discussion (FGD) brought together DPRD leaders, regional officials, and stakeholders to analyze potential pitfalls. Three main categories of risk were highlighted: administrative and legal, concerning everything from planning and procurement to contracts; technical and quality, emphasizing the importance of construction standards, environmental aspects, and safety for these critical public facilities; and risks of delays and cost increases, requiring early anticipation of potential obstacles.

Bandung DPRD's Deputy Chairman I, Toni Wijaya, stressed that the FGD's outcomes must translate into a concrete risk mapping matrix. This matrix should clearly outline mitigation steps, define responsibilities for each party, and establish mechanisms for resolving any issues that arise during implementation. He emphasized the need for strong collaboration between the DPRD, regional agencies, and the project implementers.

The Inspectorate is expected to act as an early warning system, ensuring good governance, transparency, and accountability. The Bandung City Health Office will prepare contingency plans to maintain optimal health services during the RSUD's construction. Meanwhile, the DPRD will maintain its oversight and budgeting functions to ensure the projects align with regulations and public interest.
