Bittersweet Farewell for Outgoing Manchester Commander

An appreciation dinner for outgoing Manchester police commander Superintendent Carey Duncan turned emotional as senior officers praised his dedication and compassion toward police and civilian staff.

Duncan led the Manchester division from April 2024 to June 2026. Officers credited him with supporting personnel, including by ensuring that civilian staff received care packages after Hurricane Melissa. He also led the renovation of the commanders’ suite conference room at the Mandeville police station, a project sponsored in part by C&D Construction and valued at seven million dollars.

Deputy Superintendent Natalie Hall-Williams presented Duncan with a plaque. “He has a warm and welcoming personality… He goes above and beyond to ensure his staff are okay. That kind of leadership leaves a mark,” she said.

In those critical hours when our hospital needed the most, you made yourself available to us at a moment’s notice. You didn’t just send help, you lent us yourself and your team; you led with courage, calm and with commitment.

Nadine Samuels, operations manager at Mandeville Regional Hospital, praised Duncan for coordinating the police response after the hurricane, when patients had to be airlifted and transferred to the hospital. “In those critical hours when our hospital needed the most, you made yourself available to us at a moment’s notice. You didn’t just send help, you lent us yourself and your team; you led with courage, calm and with commitment,” she said. She added that police received patients airlifted from St Elizabeth.

There were nights when patients had to be airlifted from St Elizabeth, and the JCF was there to receive those patients.

Duncan called the division’s achievements the result of its personnel’s work. He said the parish recorded a 38 percent reduction in murders in 2025, describing that figure as lives saved. He has since moved to the Public Safety and Traffic Enforcement Branch, while Deputy Superintendent Odean Dennis has taken over as Manchester commander.
