Initially, these parties had vehemently opposed the budget, labeling parts of it as "redundant" and proposing to delete it entirely.

Zhang Yumeng, a representative from the Taiwan Youth Democratic Association, criticized the KMT's shift, suggesting their prior opposition was baseless and politically driven. He argued that the parties' obstructionist tactics were merely an attempt to undermine the government and disrupt Taiwan's progress. Zhang pointed out the KMT's justification for the reversal, that initial data provided by the Ministry of Economic Affairs was late, as a flimsy excuse for what he described as a "shameless" change of stance.

This intervention appears to have swayed the KMT's position, leading to the budget's swift passage and Lu's subsequent efforts to claim credit and advocate for budget allocation to the Taichung region.
