Bolivian governors to discuss fiscal agenda with President Paz

Governors from across Bolivia are scheduled to convene with President Rodrigo Paz in Sucre this Wednesday for a critical meeting at the Casa de la Libertad. The agenda, refined through technical discussions, will focus on pressing fiscal issues and the autonomy of regional governments. Minister of Economy José Gabriel Espinoza and Vice Minister of Autonomies Adrián Oliva have outlined the key points to be discussed, emphasizing the productive nature of prior technical exchanges.

One primary concern is the "conditionality of spending." Minister Espinoza highlighted that previous administrations imposed spending requirements on regional governments, forcing them to use their own funds for specific purposes without flexibility. He cited the example of mandatory vaccination bonuses, which he described as a violation of autonomy. Espinoza indicated that there is an agreement in principle to gradually lift these spending conditions.

The second point on the agenda addresses "criteria for the distribution of future revenues and current income." Currently, population size is the main criterion, but the government acknowledges the need for a counterbalance. This includes rewarding regional governments and future municipalities that demonstrate efforts in revenue collection and financial stabilization. The minister stressed that efforts to balance public accounts, similar to challenges faced by the central government, should be recognized and incentivized.

Finally, the meeting will explore "mechanisms for debt relief." Espinoza pointed to budgetary distortions and mismanagement at both subnational and central government levels as causes for significant over-indebtedness among many regional governments. The discussions aim to find solutions to alleviate these financial burdens and promote more sustainable fiscal practices across the country.
