BPK: Unqualified Audit Opinion Not the Final Goal of State Financial Management

The Indonesian Supreme Audit Agency (BPK) has stressed that achieving an unqualified audit opinion, known as 'Wajar Tanpa Pengecualian' (WTP), should serve as a foundation for continuous improvement in government financial management, rather than a final objective. This message was conveyed by BPK Member Nyoman Adhi Suryadnyana during the handover of Audit Reports (LHP) for the 2025 Financial Statements to entities under the Directorate General of State Finance Audit (Ditjen PKN) I.

Suryadnyana, who also serves as the Acting Member IV of BPK, stated, “An unqualified opinion is not the final goal, but a foundation for continuously improving the quality of government governance.” He explained that while a WTP opinion signifies that financial statements are presented fairly in all material respects according to Government Accounting Standards, this achievement must be leveraged to enhance the accountability and transparency of state financial management for greater public benefit.

The BPK's audit reports included several recommendations aimed at continuous improvement. These recommendations cover strengthening financial governance and internal control systems, optimizing the management of State Assets (BMN), and improving compliance with regulations and contract execution. The agency urged all audited entities to promptly act on these recommendations to further elevate the quality of state financial management.

During the event, audit reports were presented to 11 ministries and agencies, including the Judicial Commission, the Coordinating Ministry for Political, Legal, and Security Affairs, the Maritime Security Agency, the National Disaster Management Agency, the National Counter-Terrorism Agency, the General Election Supervisory Agency, the Meteorology, Climatology, and Geophysics Agency, the National Human Rights Commission, the General Election Commission, the National Search and Rescue Agency, and the National Narcotics Agency.

Suryadnyana also encouraged these entities to prepare for a transformation towards 'Government 5.0,' a paradigm integrating digital technology, artificial intelligence, data analytics, cross-sector collaboration, and a citizen-centric approach. He noted that financial statements are evolving from mere accountability documents into strategic instruments for data-driven public decision-making, emphasizing the use of technology like AI to enhance governance quality without replacing human roles.
