Bugisu Peace Deal Faces First Test As Imbalu Dispute Exposes Gaps in Consent Judgment

A recent peace deal aimed at resolving the long-standing Bugisu cultural leadership dispute is facing its initial challenge following disagreements over the Imbalu inauguration. The settlement, achieved through mediation after years of legal battles and divisions, has seen rival interpretations of the consent judgment surface, casting doubt on the durability of the achieved peace.

The central conflict revolves around who exercises authority over cultural functions and the speed at which powers restored to Umukuka Jude Mike Mudoma should be implemented. Before the mediation, stakeholders agreed that an ad hoc inter-district committee would oversee preparations for cultural activities to prevent renewed confrontation. However, following the settlement, district chairpersons maintained this arrangement, while Mudoma's camp argued that the consent judgment automatically restored his control over all cultural activities, including Imbalu.

Umukuka spokesperson Steven Masiga accused district leaders of defying the court settlement, stating, "The district chairpersons should be arrested for disobeying a court ruling. The consent judgment reinstated Umukuka Jude Mike Mudoma, which means cultural activities fall under his jurisdiction." This dispute resulted in parallel organizational efforts, with Mudoma's team planning a royal dinner while district leaders mobilized for the main inauguration ceremony.

The tension became public during the launch of the 2026 Imbalu season, where Mudoma was present but not formally recognized. This incident has reignited fundamental questions that the mediation was intended to resolve: the immediate scope of Mudoma's authority granted by the consent judgment and the management of cultural functions during the restoration of Inzu Ya Masaba's structures. Cultural activist Mathias Nabutele stressed that the settlement should encompass the revival of the entire institutional framework, not just the Umukuka's position, emphasizing the need to re-establish bodies like the General Assembly and Governing Board.
