Cà Mau Police Seek Appraisal of 1,200-Bed Hospital Tender Package

Cà Mau police have requested an appraisal of tender package No. 27 for the province's 1,200-bed general hospital, a project with a total investment exceeding 3.3 trillion VND. The investigation, confirmed by the Provincial People's Procuracy, seeks to determine if the contractor selection process, bid invitations, contract approvals, and execution adhered to legal regulations.

The appraisal will also assess the contractor consortium's qualifications and verify the project's progress against the contract. Investigators aim to identify any damages or waste and assign responsibility to the involved parties. Tender package No. 27, which includes the main building and pile load testing, has an estimated value of over 822.578 billion VND.

According to the contractor's report, by the end of March 2026, approximately 62.85% of the contract's timeline had passed, with over 218 billion VND in work completed. Of this, over 198 billion VND has been paid to the joint venture, comprising Tổng công ty 319 - Bộ Quốc phòng and Công ty cổ phần Sản xuất công nghiệp xây lắp 3.

This is the second tender process for the package. In the first, four contractors participated. The current joint venture was awarded the contract on July 17, 2024, for over 814 billion VND, a reduction of only about 1% from the estimated price. This winning bid was higher than other competing offers.

The investigation aims to clarify whether the process of selecting a contractor for tender package No. 27, the preparation and approval of the bid invitation documents, the bidding process, the appraisal and approval of the contractor selection results, the contract signing, and the management of the tender package's execution were all in accordance with regulations.
