Can I Take My Dog to the Beach? Greek Law Clarifies Pet Access

Taking your canine companion to the beach is a cherished summer activity for many dog owners in Greece, but it comes with specific regulations. Greek Law 4830/21 allows pet owners to bring their dogs to non-organized beaches, provided they maintain constant supervision. When the dog is out of the water, it must be restrained, either by a leash or within a carrier. Owners are also responsible for adhering to hygiene standards and ensuring their pet's welfare, including providing shade and fresh water, especially during hot weather.

According to Eleni Arvaniti, legal advisor for the Special Secretariat of the Ministry of Interior, owners must also carry the animal's legal documents, such as its electronic identification and health record. While dogs can enter the sea freely on non-organized beaches, they must be leashed on land. Arvaniti noted that the law does not mandate a leash in the water, but owners should exercise caution based on their dog's temperament and size. Failure to comply with these regulations can result in legal consequences.

However, access to organized beaches and those flying a "Blue Flag" is generally restricted to assistance and therapy dogs. Arvaniti clarified that beach management may choose to permit dogs, but clear signage must indicate such allowance. Dog trainer Petros Mitsakos highlighted that not all owners are equally responsible, leading to issues like dogs being off-leash in public areas. He stressed the importance of owner responsibility to ensure their pet's presence does not disturb or endanger others, while also acknowledging dogs' rights.
