Candia assumes council seat in Ciudad del Este after Acuña's departure and Chamorro's refusal

Édgar Alfredo Candia Cáceres has officially taken his seat as a municipal councilor in Ciudad del Este, Paraguay. His incorporation fills the vacancy left by Pedro Acuña, who stepped down after being sworn in as the city's mayor.

The municipal council formalized Candia's appointment through Resolution Nº 304/2026. He assumes the position as the second alternate for the Yo Creo movement, completing the 2021-2026 municipal term. This decision followed the explicit refusal of the first proclaimed alternate, Rigoberto Chamorro Duarte, to take up the vacant seat.

According to the electoral order and Paraguayan electoral law, Candia Cáceres's assumption was the next step. With his inclusion, the Ciudad del Este Municipal Council now comprises six councilors from the Yo Creo movement, including its current president, Alison Anisimoff. The council also includes five representatives from the National Republican Association (ANR) and one from the Authentic Radical Liberal Party (PLRA).

A controversy arose regarding the notification process for Chamorro. The council president, Alison Anisimoff, personally delivered the notification, stating it was an institutional communication, not a judicial measure. She emphasized the importance of respecting institutions and citizens, despite her personal friendship with Chamorro.
