Central Committee Conference Opens, Discusses 4 Strategic Shifts

The Communist Party of Vietnam convened its third Central Committee meeting of the 14th term in Hanoi on July 20, with General Secretary and President Tô Lâm presiding over the proceedings. The meeting's agenda included 13 discussion points across various sectors, all aimed at elevating the Party's leadership, governance, and capacity to develop and protect the nation in a new era.

General Secretary Tô Lâm articulated four key strategic shifts that the Central Committee's decisions must facilitate. The first shift involves moving from organizational restructuring to enhancing the Party's leadership and the operational quality of the Party and the political system. He stressed that while organizational streamlining has created a more compact structure, the ultimate goal is more effective Party leadership, better state governance, faster administrative operations, improved public service, and a higher real living standard for citizens.

Therefore, the policy decisions adopted by the Central Committee must create four strategic shifts.

The second strategic shift focuses on transitioning from dispersed management to unified governance of the development space and national resources. This aims to create new development opportunities, ensure efficient resource allocation, harmonize interests among the state, people, and businesses, and consolidate local advantages into national strength. The third shift proposes establishing a development model driven by productivity, knowledge, technology, and human capital. The fourth strategic shift emphasizes proactive prevention, enhanced resilience, adaptability, and robust national defense.
