Hanoi reviews criteria to refine districts, communes for better governance

Hanoi is undertaking a review of its administrative units, including districts and communes, to further refine their structures and enhance the efficiency of its two-tier local government system. The city's Department of Home Affairs is leading this process, which involves classifying administrative units based on established criteria.

Nguyen Xuan Luong, deputy director of the Department of Home Affairs, stated that the city is conducting research to align with central government directives. "Based on the classification of administrative units, based on evaluation and summarization, the city is continuing research to implement the spirit of the Central Government's direction, to continue refining, ensuring that Hanoi's two-tier local government model will continue to develop better and more effectively," Luong said.

This initiative comes after a national assessment indicated that approximately 705 commune-level administrative units nationwide may not meet current standards. However, officials emphasize that not all these units will necessarily undergo restructuring. Factors such as location in border areas, islands, remote regions, or unique historical and cultural characteristics may lead to special considerations.

For units that do not meet the standards and do not fall under special circumstances, local authorities are encouraged to research adjustment plans to expand their scale and meet regulatory requirements. The central government's approach is not to implement a uniform restructuring nationwide but to tailor plans based on the specific conditions and characteristics of each locality to ensure effective state management and development.
