Speaking at the conference, Chinese President Xi Jinping highlighted the recent establishment of the World Artificial Intelligence Cooperation Organization (WAICO), a global initiative led by China and joined by 29 countries. He described the current era as one of "unprecedentedly powerful innovation" in AI, bringing both immense opportunities and significant governance challenges.

Xi characterized AI as an "invaluable asset summarizing humanity's collective wisdom." He stressed the necessity of implementing laws, regulations, technological warnings, and emergency response systems to ensure AI remains a trustworthy tool. Amidst escalating global competition in high-tech sectors, Xi cautioned against an "overly broad expansion" of the national security concept in AI development.
