China proposes tariffs on Mexican pecans, citing unfair trade

China's government has concluded, following an investigation into fresh pecan nut imports from Mexico, that they are entering the Chinese market under unfair conditions. Consequently, Beijing has proposed imposing compensatory tariffs on these imports, with rates varying between 17.8% and 51.6%.

Mexico's Secretariat of Economy has stated its intention to work towards preventing the application of these duties on Mexican pecan exports, as the final ruling is still pending. The secretariat expressed concern regarding China's preliminary determination, while reaffirming Mexico's commitment to defending the commercial interests of its producers and exporters.

Mexican exporters have a 10-day window to respond to the Chinese government's preliminary resolution. In response, the Secretariats of Economy and Agriculture and Rural Development are collaborating to support the affected companies. They are also maintaining close contact with the Mexican Embassy in China to coordinate their defense strategy.

The investigation into alleged dumping practices by Chinese authorities began on September 25, 2025. The preliminary ruling indicated that direct exports from Mexico to China, which amounted to $21.9 million in 2024, would face tariffs between 17.8% and 51.6%. Additionally, the ruling noted that pecans re-exported to China from the United States, originating from Mexico, would be subject to a higher tariff of 54.3%.
