City Development | Helsinki Mayor Sazonov would explore merging Vantaa into Helsinki

Helsinki Mayor Daniel Sazonov has expressed openness to investigating a potential merger between Helsinki and Vantaa, a proposal recently put forward by Vantaa City Council Chairman Sakari Rokkanen. Rokkanen suggested the union could create a more functional urban entity.

If such a proposal is formally made, Helsinki would engage in broader political discussions. Sazonov highlighted potential benefits, including consolidating the airport, ports, ring rail, highways, logistics areas, and the metropolitan core within a single city, which he believes would "open up completely different opportunities for the comprehensive development of the metropolitan area and the strengthening of its international competitive position."

However, Sazonov noted that many questions would need to be addressed, particularly concerning the preservation of Helsinki's separate social and healthcare (sote) solution, which would require legislative changes and government support. He also pointed out that the cities already collaborate closely on land use, housing, and transportation planning, suggesting that any merger would need to represent a significant step forward.

Vantaa Mayor Pekka Timonen, while not taking a personal stance, emphasized that a merger should be viewed as the creation of an entirely new city, not simply one absorbing the other. He stated that no official investigations or discussions are currently underway. Timonen is more focused on deepening existing cooperation between the capital region's cities, especially in managing growth and housing as state guidance in residential construction potentially decreases.

It would be such a large entity that it would have to be thought of as a completely new city. Not so that Vantaa would merge into Helsinki or Helsinki into Vantaa.

Conversely, Ulla Kaukola, chairwoman of the Vantaa City Board, reacted negatively to Rokkanen's proposal, calling it contrary to Vantaa's recently adopted city strategy. She dismissed the idea as a "midsummer opening," suggesting that discussions about merging Helsinki and Vantaa have been explored before without concrete results.
