Comptroller warns health center work continues despite suspension and lack of oversight in Cajamarca

Peru's Comptroller General's Office has issued a stark warning regarding the ongoing construction of the Salomón Vílchez Murga health center in Cutervo province, Cajamarca. The project, a significant investment totaling S/36.3 million, is reportedly proceeding without technical supervision or control, despite being officially suspended since May.

The suspension was implemented because the Cutervo Provincial Municipality owes the contracting company payments for four contractual valuations and two additional service claims. However, an inspection conducted between May 12 and 18, 2026, revealed that the contractor continued work, including bricklaying and steel placement for foundation walls.

Beyond the unauthorized continuation of work, the Comptroller's Office identified serious deficiencies in material quality control and storage. Issues were noted with aggregates like sand and crushed stone, as well as the preservation of corrugated steel and concrete additives. These lapses could jeopardize the quality, durability, and safety of the future healthcare facility.

Furthermore, auditors observed significant shortcomings in workplace safety. Lack of signage for circulation and evacuation, inadequate protection in areas prone to falls, and improper disposal of unused materials in unmarked zones were documented. These conditions pose risks to the physical integrity of workers and anyone entering the site. The Comptroller's Office has alerted the Cutervo Provincial Municipality to implement corrective measures to ensure the project's proper execution and prevent potential economic harm from unapplied contractual penalties.
