Congo Government Ditches Political Quotas for Public Enterprise Appointments

The government of the Democratic Republic of Congo, under Prime Minister Suminwa, is initiating a significant reform in the management of public enterprises. It has decided to abandon the long-standing practice of distributing leadership roles based on political quotas. Instead, the focus will shift to merit, competence, and transparency in selecting public officials for these key positions.

This shift is being implemented through a competitive selection process for managerial roles in fifteen state-owned companies. The Ministry of Portfolio has launched this initiative, inviting qualified individuals to apply. The application window is set to close on August 14, 2026. Candidates must be Congolese nationals, aged between 25 and 70 years old as of December 31, 2026.

Aspiring candidates are required to demonstrate strong moral character, an impeccable professional reputation, and relevant technical, intellectual, and managerial skills. Proven experience in the relevant sector, proficiency in French, and basic computer literacy are also essential requirements. Applications are to be submitted online via the official website of the Ministry of Portfolio.

Following the application deadline, a rigorous four-stage evaluation process will take place. This includes verifying eligibility, analyzing applications and professional backgrounds, a written test to assess analytical and reasoning abilities, and finally, an interview with a panel of experts. The final rankings will be submitted to the President for official appointments.
