Croatian County Cancels Tender for Marina Mooring Site After Invalid Bids

The Šibenik-Knin County Assembly has unanimously decided to cancel a tender for a 10-year concession to establish a nautical mooring site in the Mirine cove, located on the Oštrica peninsula. The decision came after both submitted bids were found to be invalid, leading to the termination of the procurement process.

The tender attracted two Croatian limited liability companies registered in Split. The first, 'Under Heaven,' is owned by Vadym Ievstafiev and a Cypriot holding company linked to the Ukrainian Fozzy Group. This company had also been the sole bidder in a previous tender for the same project. Its current bid was rejected because it consisted of a single, unsigned page lacking required information and supporting documents.

The second bidder, 'SF Objekt Systeme,' also had its offer disqualified. The company's documentation was reportedly not bound or numbered. Furthermore, it was not registered for the specific activity for which it sought the concession, failed to provide a tax authority certificate, and proposed a bid validity period of 90 days, falling short of the 180-day minimum stipulated in the tender.

County Prefect Paško Rakić stated that the county does not intend to initiate a third tender, interpreting the submission of incomplete bids as a sign of unserious bidders. This decision was welcomed by the 'Za Žaborić' Association, which, along with local residents and environmental activists, had opposed the commercialization of the cove. The association hailed the cancellation as a responsible step in protecting public interest but emphasized the need for long-term protection of the Oštrica area.

In response to ongoing environmental concerns, the 'Za Žaborić' Association has requested the permanent removal of the possibility of establishing mooring sites at the Kutlače and Pišljivice micro-locations from the spatial plan of the Šibenik-Knin County. They are also advocating for a complete ban on anchoring in the area, highlighting a desire to preserve the natural state of the cove.
