Cross-Border Aid for Kumamoto Sets Precedent; Japanese Media Hail 'Kaohsiung Model' as Swift and Practical

A swift and practical cross-border aid model, dubbed the "Kaohsiung Model," has emerged as a successful example of international cooperation in disaster relief. Following a severe earthquake in Kumamoto, Japan, the Taiwanese city of Kaohsiung and its Japanese counterpart, Kitakyushu, quickly established a mechanism to deliver much-needed supplies to the affected region.

The Kaohsiung model, which involves Kaohsiung funding and Kitakyushu purchasing and delivering necessary supplies, has attracted attention from Japanese media and gained traction online.

The collaboration involved Kaohsiung providing the funds for essential goods, while Kitakyushu managed the procurement and logistical aspects of delivery. This streamlined process allowed for the rapid transport of 132 boxes of daily necessities, which arrived in Yatsushiro City on August 3rd and were distributed by local social welfare organizations to residents impacted by the disaster.

Japanese media outlets, including Kyodo News and several Kyushu-based broadcasters like RKB Mainichi Broadcasting and FBS Fukuoka Broadcasting, extensively covered the initiative. They praised the efficiency and practicality demonstrated by Kaohsiung and Kitakyushu, showcasing how the two cities worked together to expedite the delivery of aid. FBS Fukuoka Broadcasting noted that a Kitakyushu city bus used for the delivery was repurposed as a cooling shelter for residents after unloading the supplies.

RKB Mainichi Broadcasting highlighted a video conference between Kaohsiung Mayor Chen Chi-mai and Kitakyushu Mayor Takeuichi Kazuhide, underscoring the rapid coordination between their city governments. Recipients of the aid, including an elderly care facility, expressed sincere gratitude, noting that the supplies, particularly hygiene products and food, arrived at a critical time to alleviate shortages. This joint effort has garnered international attention for Kaohsiung and underscored the power of cross-border partnerships in times of crisis.
