Customs dismiss smuggling, revenue leakage allegations

The Nigeria Customs Service (NCS) has strongly denied allegations of heightened smuggling, revenue leakage, improper recruitment, and manipulation of succession within the organization. The service described these claims as a misrepresentation of its operational and administrative processes.

Our responsibility is to reduce smuggling to the barest minimum, not to claim that it can be completely eradicated.

Deputy Comptroller Abdullahi Maiwada, the NCS National Public Relations Officer, addressed an investigative report published on August 7, 2026. The report had alleged intensified smuggling along key corridors like Seme and Idiroko, and manipulation of the "846 valuation code" at major ports. Maiwada countered that the claim of a smuggling surge is inconsistent with the NCS's consistent enforcement actions and regular seizures.

Regarding the 846 valuation code, Maiwada explained it is a digital tool designated for vehicles with non-standard or non-compliant Vehicle Identification Numbers, including specialized heavy equipment and customized models. Standard vehicles are assessed automatically, while 846 applications undergo secondary approval. He noted that discrepancies found through post-clearance audits can lead to demand notices for duties and sanctions against operators, emphasizing that revenue collections at major ports have reached historic levels under the digital framework.

The 846 code is an established digital valuation code within the Customs portal, specifically designated for vehicles with non-standard or non-compliant Vehicle Identification Numbers.

The Service also addressed recruitment concerns, stating that the hiring of Assistant Superintendents of Customs II was authorized by the Nigeria Customs Service Board and followed NCS Act 2023 and Federal Character Commission guidelines. Provisional offers were made subject to medical verification and background checks. Furthermore, the NCS rejected allegations of succession manipulation, asserting that promotions are determined by seniority, merit, examinations, and available vacancies, adhering strictly to established regulations and career progression structures.
