Danish prisoners to serve sentences in Kosovo starting 2027

Kosovo is preparing to host its first group of Danish prisoners in April 2027, as part of a bilateral agreement aimed at alleviating overcrowding in Danish jails. The Pasjan prison near Gnjilane will be repurposed to accommodate up to 300 inmates from Denmark.

Ismailj Dibrani, director of the Kosovar Correctional Service, explained that the facility will operate under a joint management model. A Danish governor and a Kosovar director will share leadership responsibilities, while Kosovar personnel, currently undergoing training in Denmark based on Danish rules and regulations, will handle security. Dibrani noted that two groups of correctional officers from Gnjilane have already completed their initial training.

Beyond the financial benefits, estimated at around 210 million euros, Dibrani highlighted the opportunity for Kosovo to adopt best practices from Denmark's correctional system, widely regarded as one of the world's most effective. The agreement, signed in April 2022, signifies a unique collaboration between the two nations, blending security cooperation with correctional reform.
