DAWASA launches plan to tackle Dar es Salaam's water shortages

Dar es Salaam's water authority, DAWASA, has begun a plan to improve supply and reduce water rationing in parts of the city, including Segerea and Kibamba.

The authority says rising demand has exceeded current production. Its first step is an annual performance agreement for the 2026/27 financial year, signed by directors, heads of departments and managers of DAWASA's service regions.

The agreements aim to improve efficiency, accountability and results. Romanus Mwangingo, chair of the DAWASA board, said every official needed to take full responsibility for their area and work with others to achieve the agreed targets.

Chief Executive Officer Mkama Bwire said the targets came from DAWASA's five-year business plan. Officials will monitor progress through regular assessments, using key performance indicators that are also being introduced across Tanzania's water sector.

DAWASA's longer-term plan, covering 2026/27 to 2030/31, proposes immediately starting construction of the Mwalimu Nyerere Water Treatment Plant on the Rufiji River. The project is intended to increase production and meet future demand, while the authority works to improve its internal performance.
