Deadline looms for legal entities to register in Paraguay's SIARA system

Paraguay's Ministry of Economy and Finance (MEF) has reminded legal entities that the deadline to update their registration in the Integrated Administrative Registry System (SIARA) is June 30, 2026. This requirement applies to most legal entities, including non-profit organizations not specifically governed by the recent anti-NGO law.

SIARA serves as the official digital platform for the Paraguayan state to centralize administrative information on individuals and legal structures, including the mandatory identification and data submission of final beneficiaries. This system operates under the legal framework established by Law No. 6446/19, which created the final beneficiary registry, and Law No. 7363/24, focused on NGO transparency.

The general deadline of June 30, 2026, is for the annual data update within the Administrative Registry of Legal Persons and Final Beneficiaries for "regular" companies. This includes commercial entities like S.A. and S.R.L., as well as other organizations, generally including non-profits not falling under the specific provisions of Law 7363/2024.

Entities specifically targeted by Law No. 7363/2024, which aims to enhance control, transparency, and accountability for these organizations, faced an earlier registration deadline of April 1, 2026. The MEF has outlined the process for registration and updates via the official SIARA portal, requiring electronic identification and allowing legal representatives to manage the process directly or delegate it.
