Detained Çankaya Mayor Güner's Statement Reveals Defense Against Tender Allegations

Çankaya Mayor Hüseyin Can Güner has provided his statement to prosecutors concerning an investigation into alleged irregularities in municipal tenders. Güner was questioned about complaints from a complainant firm alleging impropriety in specific tender processes.

I have no authority or duty in this matter. We only learned about these tender files when the mülkiye inspectors previously requested explanations from us.

In his statement, Güner asserted that he had no authority or responsibility concerning the tenders in question. He explained that his office learned of the issues when municipal inspectors requested explanations regarding the tender files. He noted that the same complainant had initiated a similar investigation through the Ministry of Interior. Güner emphasized that the tenders were conducted according to established procedures and were ultimately canceled by both the administration and the Public Procurement Board.

Regarding allegations involving a secret witness, Güner strongly rejected the claims. He identified Emre Doğan, a friend from his political party and a Çankaya Council Member, as someone he has known for many years. Güner described the secret witness testimonies as "unfounded and abstract."

I do not know how I gave a joint base with Onuş at the Radisson Hotel in Istanbul in 2022. I think it was a complete coincidence.

Furthermore, Güner addressed questions about a supposed joint appearance with Ferit Onuş, an owner of one of the suspect companies. Güner stated he did not know how they appeared together at a hotel in Istanbul in 2022, considering it a coincidence. He also clarified that he had no intention of running for mayor at the time and still does not recognize Onuş. He maintained that he has no knowledge of the operational details of the companies that won the tenders, nor their business dealings, as his role and responsibilities within the municipality do not extend to such specifics. The tenders themselves were for the rental of garbage collection trucks, conducted through open tender processes ranging from one to three years as mandated by law.
