Distress in Custody: More Therapy Needed Than Custody

Austria's correctional system is facing a crisis in managing inmates with severe mental health conditions. The number of individuals placed in forensic and correctional facilities due to severe mental disorders has nearly doubled since 2015, with many serving increasingly longer sentences. Estimates suggest that between 40 and 70 percent of inmates in Austrian prisons suffer from mental illnesses, a figure that may be even higher in pre-trial detention. The spectrum of these illnesses ranges from addiction and depression to anxiety, personality disorders, and acute psychoses. Alarmingly, many inmates develop these conditions due to the harsh and inadequate conditions within prisons, which suffer from a severe shortage of personnel, therapy options, and suitable facilities.

The consequences of this systemic failure are tragically evident in the soaring suicide rates within correctional facilities. Since 2019, the number of attempted and completed suicides in Austrian prisons has nearly quintupled, highlighting the urgent need for reform. The current system prioritizes confinement over rehabilitation, failing to provide the necessary therapeutic interventions for individuals with severe mental health issues. This approach not only fails the inmates but also poses significant challenges for staff and the broader correctional system. Addressing this requires a fundamental shift towards prioritizing mental healthcare and ensuring adequate resources are allocated to provide effective treatment and support within these institutions.
