Doctor accused of working drunk at Puno hospital; attempts to flee, assaults police

A doctor in Puno, Peru, faces serious accusations of attending to patients at the Hospital Carlos Monge Medrano in Juliaca while allegedly in a state of intoxication. Video evidence has emerged, purportedly showing the physician, identified as César Augusto Chayña Chayña, exhibiting signs of impairment during his shift.

The footage, shared by Exitosa Puno, reportedly captures the doctor signing and stamping documents, despite allegedly having consumed alcohol. A citizen who recorded the video can be heard questioning the doctor's condition and urging authorities to intervene. The accuser is heard saying, "Sir, you are dizzy, how are you going to attend like this, how are you going to sign a medical record like this? Call the police and let the prosecutor come."

When confronted by a police officer, the doctor initially denied being on duty but then attempted to flee multiple times and struggled with the officer. He reportedly had difficulty speaking and walking, further fueling the allegations of intoxication.

In response to the complaint, the hospital's acting director, Walter Santa Cruz, confirmed that an administrative process has begun. Dr. Chayña Chayña has been temporarily removed from his duties while the investigation proceeds, which is expected to take about a month. Santa Cruz stated that all necessary information would be provided to the prosecutor's office and external control bodies to determine administrative or legal responsibilities. He also noted that the doctor has a prior accusation of mistreating patients in 2025.
