Dog Disappears After Mistreatment Allegations Surface in Quito; Fine Proposed

A citizen complaint alleging animal mistreatment in the Quito neighborhood of Belisario Quevedo has prompted an investigation by the Unit of Animal Welfare (UBA). The case hinges on videos and neighbor testimonies suggesting a dog was kept in an abandoned property without proper food or care for extended periods.

According to residents, the dog was left alone for several consecutive days, with its owners reportedly visiting only every three to four days. During these absences, neighbors stepped in to feed the animal. Approximately two weeks after the initial complaint, the dog disappeared. Those living in the area suspected it had been hidden within a warehouse on the same property.

On July 22, the UBA visited the property to assess the situation. They encountered a couple identified as responsible for the dog. However, communication with the woman present was difficult, relying on gestures, written notes, and a mobile phone, which hindered a full inspection. After nearly three hours, the National Police were called for support. An officer entered the property, as preventing the procedure could be considered obstruction of police work.

Despite the police intervention, the dog was not found inside the warehouse, and no recent signs of its presence were discovered. Nevertheless, based on the audiovisual material provided by the complainants, the UBA compiled a technical report. The videos reportedly show the conditions in which the dog was kept and contradict the woman's inability to communicate verbally during the inspection.

The UBA will forward its findings to the Metropolitan Control Agency (AMC) to initiate a sanctioning process. The proposed fine is $4,820, equivalent to 10 unified basic salaries, as stipulated by the Metropolitan Ordinance on Animal Protection and Welfare for very serious infractions. The ordinance categorizes abandonment and neglect as very serious offenses.
