Dog thieves using stun guns arrested in Ho Chi Minh City

Police in Ho Chi Minh City have apprehended two individuals involved in a dog theft operation that utilized homemade stun guns. Phan Van Loc, 51, and Dang Dinh Bay, 60, were arrested for their roles in the scheme.

Investigations revealed that Loc, needing money, decided to steal dogs for sale. He contacted Bay, who operates a dog meat purchasing point, and they agreed on a price of 40,000 Vietnamese dong per kilogram. Loc then purchased stun gun components online and assembled a device for his illicit activities.

In the early hours of August 18, Loc began his spree, using the stun gun to incapacitate stray dogs and then securing them. He successfully stole five dogs across several districts before being caught by police as he delivered the last two to Bay. Authorities confiscated a motorcycle, a homemade stun gun, and a plastic basket as evidence.

The Ho Chi Minh City Police Department issued a warning about the dangers of pet theft, emphasizing that the use of stun guns and other improvised weapons not only targets property but also creates public safety hazards and threatens lives. They advised the public against confronting armed suspects and urged them to report any suspicious activity to the police immediately.
