Doha Process: Kinshasa and M23 agree on roadmap for further negotiations

Kinshasa and the M23 movement have agreed on a roadmap to advance peace negotiations, marking a new step in the Doha peace process. Representatives from both sides convened in Switzerland from August 17 to 21, 2026, to outline future steps for their talks and to strengthen the monitoring of commitments already made.

During the five-day working session, the parties defined the timeline and stages for negotiating outstanding protocols. They also shared recommendations with facilitators to foster constructive discussions and facilitate the implementation of existing agreements. Notably, the order of protocol negotiation will not dictate their implementation sequence, allowing progress on certain commitments without waiting for all protocols to conclude.

A key outcome of the Switzerland session is the establishment of a mechanism to regularly review the progress and challenges in applying the commitments made by both parties. This mechanism aims to identify obstacles and facilitate the monitoring of decisions. Both Kinshasa and the M23 reaffirmed their commitment to continue negotiations to achieve comprehensive peace and resolve the conflict in eastern DRC, guided by the Doha Framework Agreement.
