Drug possession HSE referral scheme to begin in September

Starting September 1, Ireland will launch a national health referral scheme for individuals found in possession of drugs for personal use for the first time. This initiative shifts the focus from criminal penalties to a health-led response, aiming to provide early intervention and support through the Health Service Executive (HSE).

The Health Referral Scheme will give eligible first-time offenders an opportunity to engage with HSE health services, receive appropriate advice and support, and take steps that can reduce harm and improve their wellbeing.

Under the new scheme, gardaí will refer eligible first-time offenders to the HSE for assessment and a brief intervention. This approach is designed to reduce harm, lessen stigma associated with drug use, and offer individuals a chance to avoid a criminal conviction that could impact future employment and travel prospects. The Department of Health has allocated €700,000 to the HSE to support these interventions.
