Dubai adopts unified system to measure government workforce productivity

Dubai has implemented a unified system to measure government workforce productivity, marking a significant step towards a data-centric approach to public administration. The adoption, formalized by Executive Council Resolution No. (67) of 2025, aims to build a government work system grounded in data and advanced analytics.

This initiative is the culmination of a development process that began in 2020 with a pilot phase involving select government entities. A Steering Committee for Measuring Workforce Productivity was formed in 2023 to refine the methodology and prepare government bodies for widespread implementation. With the resolution now issued, the committee has concluded its tasks as the system expands to cover 32 entities.

The system has reportedly generated an integrated knowledge base by analyzing millions of data points. This has enabled the creation of a standardized method for measuring productivity, improving the allocation of government resources, supporting informed decision-making, and enhancing the quality of public services.

Abdulla Ali Bin Zayed Al Falasi, Director General of the Human Resources Department, hailed the adoption as a "strategic milestone." He emphasized that it reflects Dubai's vision for a data-driven government that uses advanced analytics to shape policies, boost performance efficiency, and empower entities to make more accurate and impactful decisions. The system's impact extends beyond mere measurement, fostering efficient resource allocation and supporting institutional sustainability in line with Dubai's forward-looking governance goals.
