e-Terra Application Remains Offline Amid Government Cloud Remediation

The e-Terra application, a critical platform for Romania's cadastre and real estate registry, is currently non-operational following a cybersecurity incident. The government announced that the application has undergone new rounds of security, functionality, and performance testing within the Government Cloud. Identified issues are being addressed, and the system will only be brought back online after all technical checks are successfully completed.

The Special Telecommunications Service (STS), the National Cybersecurity Directorate (DNSC), and Cyberint have concluded a new testing phase for e-Terra. The findings have been shared with the National Agency for Cadastre and Real Estate Advertising (ANCPI). ANCPI is working closely with STS, DNSC, and Cyberint to fix each identified problem. All corrections will undergo further testing before advancing to the next stage.

Government representatives stated that specific technical details about the vulnerabilities discovered will not be made public during the remediation period, adhering to standard practices for responsible cybersecurity incident management. These checks are being conducted in a controlled testing environment before the application becomes publicly available. The priority is to protect citizens' data, and the application will be relaunched only after all technical tests and validations are successfully finalized.

The exact date for the resumption of services will be announced publicly once final confirmation is received. The Executive also committed to publishing a new update on the operational status by Wednesday, August 5, 2026. They expressed gratitude to notaries, real estate agencies, banks, local authorities, and citizens for their patience.
