Education ministry implements 43% of recommendations in JETC report

Jamaica has achieved a significant milestone in its education reform efforts, implementing 43% of the 365 recommendations outlined in the Jamaica Education Transformation Commission (JETC) report. This marks a notable increase from the 37% progress reported in the previous quarter.

This is an increase from the 37 per cent progress reported at our last quarterly briefing. This represents a 600 basis points increase for the reporting period. Now, that’s good progress.

Dr. Adrian Stokes, Chairman of the Education Transformation Oversight Committee (ETOC), announced the update on July 23, highlighting that the positive momentum was primarily fueled by advancements in governance, teaching and learning, and the TVET pillars. He confirmed that all initiatives are on track, with 207 projects currently underway. The committee aims to reach 53% implementation by March 2027 and 65% by the following fiscal year, with full completion targeted for fiscal year end 2031.

"The goal is to see the project through to completion. That is very, very important," Dr. Stokes stated, emphasizing the need to maintain implementation energy. He stressed the critical role of a properly functioning education system for Jamaica's future, advocating for a system that is globally competitive and provides all Jamaicans with a fighting chance on the world stage. The ETOC remains resolute in its commitment to implementing the recommendations.

Dr. Stokes also advised the Ministry of Education to proceed with agility and guard against implementation fatigue. He referenced the Patterson Report's warning about a failure to follow through on previous initiatives, assuring that ETOC is committed to a different outcome this time. While acknowledging that implementing recommendations is crucial for the education system's foundation, he stressed that improved results are the ultimate objective, supported by clearly established Key Performance Indicators (KPIs).

There is no bright future for our country, certainly no bright future for our country without a proper functioning education system, and when I speak of a proper functioning education system we’re talking about an education system that works for all, not just pockets of excellence as we have today but a system that is globally competitive, a system that can give Jamaicans a fighting chance on a global level. This is the reason our resolve at ETOC to implement the recommendations remains unshaken.
