EU Enlargement a Geopolitical Priority, European Council President Charles Michel Says

European Council President Charles Michel has declared EU enlargement to the Western Balkans a geopolitical priority, expressing optimism that Montenegro could become the 28th member state by 2028. Michel, speaking alongside Czech Prime Minister Andrej Babiš in Prague, highlighted that the enlargement process is contingent on meeting criteria, with Montenegro currently leading among candidate countries.

The enlargement process is a geopolitical priority. First and foremost to the Western Balkans, but also to Ukraine and Moldova. It is a process that is based on meeting the criteria. At this moment, Montenegro is the furthest.

Michel outlined a potential timeline, suggesting Montenegro could finalize accession negotiations by the end of the current year and utilize 2027 for finalizing the accession agreement. He also noted the EU's commitment to reforming its own institutions to accommodate new members, with proposals expected next year.

We are all optimistic in the EU and believe that Montenegro is capable of completing the negotiations on chapters by the end of this year, and using 2027 for negotiations on the agreement with the EU itself.

Babiš echoed Michel's sentiments, affirming Montenegro's readiness for EU membership and expressing hope for its symbolic entry in 2028. He also acknowledged the long wait for Western Balkan nations and mentioned past promises to North Macedonia. Babiš also addressed the upcoming EU multi-year budget, emphasizing the unacceptability of proposed cuts to cohesion and agricultural funds, while supporting investments in defense and technology that do not disadvantage weaker economies.

We have already formed a working group for the preparation of the agreement on joining the EU.

Michel is currently touring EU member states to gather input and facilitate compromise on the next multi-year budget, aiming to balance traditional policies with funding for new priorities like defense and security.

Montenegro is certainly ready for entry into the EU. I hope that symbolically as the 28th member of the EU it will enter it in 2028. Albania, the Western Balkan countries have been waiting for a very long time. We previously promised North Macedonia as well. And Montenegro is also a member of NATO. I hope it will end as we all wish.
