EU project deadlines create practical problems for beneficiaries

Beneficiaries of European Union projects are experiencing significant pressure to expedite contractor selection processes. This urgency stems from strict project deadlines and a pervasive fear of losing crucial funding, often leading to the shortening of procedures designed to ensure fair competition and thorough evaluation.

Both Poland's Public Procurement Law and the EU's guidelines on the eligibility of expenditures stipulate specific rules for setting bid submission deadlines. These regulations mandate a minimum period for potential contractors to prepare and submit their offers. Crucially, the timeframe must also consider the complexity of the procurement and the time realistically needed for bidders to formulate their proposals.

However, the drive to meet deadlines can lead to overly compressed timelines. When bidding periods are too short, or extensions are not granted when necessary, it can severely disadvantage potential contractors. This situation may prevent qualified bidders from participating or lead to suboptimal choices, potentially compromising the quality and efficiency of the project's execution.
