Exclusive: U.S. State Department sends 'department-level' official to meet Koo

Kuomintang (KMT) party chairwoman Cecilia Koo met with a U.S. State Department official described as being at the 'Desk Officer' level during her visit to Washington D.C. on the afternoon of June 12th, according to sources in Washington.

This level of official is considered unusually low for a meeting with a major Taiwanese political party leader. Typically, such meetings involve higher-ranking officials responsible for East Asian affairs, such as a Deputy Assistant Secretary of State. The downgrade in protocol is seen as a departure from established practice, with some reports suggesting a previous cancellation of a White House meeting and a reduction in the level of expected attendees.

Koo visited the John F. Kennedy Presidential Library and Museum in Boston, posting a photo with a U.S. presidential emblem on the wall. While the meeting with the State Department official was at a lower tier than customary, Koo's delegation reportedly traveled via private jet within the United States. The KMT stated that these travel expenses were covered by donations from overseas Chinese communities.

The U.S. State Department's organizational structure places Desk Officers as the frontline personnel responsible for specific country or regional affairs. Meeting with such an official, equivalent to a low-level department officer in Taiwan's government, represents a significant reduction in diplomatic engagement compared to the usual practice of meeting with Deputy Assistant Secretaries or senior directors.
