EXPLAINER: How Premier League clubs beat transfer deadline

A deal sheet can give Premier League clubs extra time to complete transfers negotiated in the final hours before the window closes. For an 11 p.m. deadline, clubs can submit the sheet from 9 p.m., provided it arrives before the window shuts. They then have until 1 a.m. to submit the full documents.

The arrangement does not extend the separate deadline for international transfers. Those deals must still meet FIFA’s midnight deadline through the Transfer Matching System, where the buying club enters the details and the selling club confirms them.

To register a player, clubs must submit the contract, transfer agreement, work-permit evidence where required, international clearance for overseas transfers and any applicable transfer levy. The Premier League checks the paperwork against its own rules and those of the Football Association and FIFA.

Players who need permission to work in the United Kingdom must secure the relevant approval before registration. Cases involving players who do not automatically meet the criteria may go before an FA Exceptions Panel. Clubs also cannot register players whose registration or economic rights are partly owned by third parties. They must hold full ownership of those rights.

If a club misses the deadline, the Premier League Board can reject the application or approve it subject to conditions. Even a completed transfer does not automatically qualify a new signing for the next match. During a transfer window, registration documents generally must reach the Premier League by noon on the last working day before the fixture.
