Fast-track Court Demands CBI's Response on 3 Accused for Lie-Detector Test in NEET Paper Leak Case

A fast-track court handling the NEET-UG 2026 paper leak case has asked the Central Bureau of Investigation (CBI) to respond to a plea filed by three accused individuals. The accused, Mangal Lal Biwal, Dinesh Biwal, and Vikas Biwal, are requesting permission to voluntarily undergo lie detector and brain mapping examinations to assist the federal agency in its investigation.

Represented by advocate AP Singh, the petitioners stated their intention to undergo these scientific tests without coercion to demonstrate their good faith and aid a fair and transparent investigation. They have consistently maintained their innocence and seek to assist the CBI by voluntarily submitting to recognized scientific examinations at a government-approved Forensic Science Laboratory (FSL).

The court proceedings also marked a judicial transition, with Special Judge Ajay Gupta taking over the case. He replaced Special Judge Anu Grover Baliga, who was transferred to a special NIA court. Two prosecutors have been assigned to the court by the Directorate of Prosecution. Judge Baliga had been appointed on July 23 to hear paper leak cases in the National Capital following the designation of a special court by the Delhi High Court, a move prompted by Prime Minister Narendra Modi's announcement of fast-track courts for such cases.

During Tuesday's hearing, the court adjourned the bail pleas of Vikas Biwal and Dinesh Biwal to August 6. The matter concerning the cognizance of the CBI's chargesheet was also deferred to the same date, as the final report remains under judicial scrutiny. The CBI has charged 13 accused individuals in connection with the alleged leak of the NEET-UG 2026 examination paper, which led to the cancellation of the May 3 examination and a subsequent re-examination on June 21.
