FHA AND AFFORDABLE HOUSING

Experts express skepticism about the Federal Housing Authority's (FHA) effectiveness in meeting Nigeria's housing needs, despite the agency's stated efforts to expand affordable housing. While the FHA, established in 1973, is tasked with coordinating and executing government housing agendas for all income levels, many of its older estates have fallen into disrepair, characterized by poor upkeep and deteriorating infrastructure.

The FHA recently announced it has secured land in 28 states and begun construction in some locations. Ezekiel Etuk, FHA Executive Director for Estate Services, mentioned ongoing work on the FHA Estate in Bwari, Abuja, which will comprise 336 units and is targeted for commissioning by year-end. This initiative is part of broader efforts to increase access to affordable housing nationwide.

We have also commenced the process of construction in some of the states, having procured the contracts.

However, the legacy of past FHA projects raises concerns. FESTAC Town, once envisioned as a "little London," and Gowon Estate, both built with significant resources, are now described as seedy areas plagued by crime. Their sewage systems have collapsed, leading to constant waste outflow. Attempts to secure private sector funding for infrastructure repairs in 2022 reportedly yielded no results, with the estates continuing to deteriorate.

These issues contrast with the role public housing plays in social engineering in other countries, such as the United Kingdom's council housing. In Nigeria, public housing accounts for less than 10 percent of the total, with most people relying on the informal sector. While mass housing projects can address unemployment and residential needs, the FHA's current strategy is under scrutiny for its potential to deliver the desired outcomes.
