Finland and Ukraine to Produce Ukrainian Drones in Finland

Finland and Ukraine are significantly strengthening their military cooperation with an upcoming "drone deal" agreement. This pact will enable the production of Ukrainian weapon systems within Finland for the Ukrainian armed forces.

President Alexander Stubb of Finland and Ukrainian President Volodymyr Zelenskyy announced in Kyiv that the agreement is imminent, with only minor details remaining to be finalized. Drone agreements are long-term framework contracts focused on defense industry development, tailored by each country to its specific defense needs.

Under these agreements, Ukraine offers battle-tested weapon systems, combat experience, and industrial collaboration. In return, partner countries provide funding and establish external production capacity for Ukrainian defense companies. Ukraine has already entered into drone agreements with ten countries, including Norway, Denmark, and the Baltic states, with ongoing negotiations with approximately 20 more.

While the specifics of the Finnish-Ukrainian drone deal are not yet public, President Stubb indicated it closely resembles the agreement between Ukraine and Denmark. Finnish companies present during Stubb's recent visit to Ukraine, Boomeranger Boats, Insta, Patria, Nokia, Nestai, Sensofusion, and Iceye, suggest potential areas of collaboration. These include fast military boats, land and air drones, drone detection and countermeasures, AI integration in drones, and satellite reconnaissance.

If the Finnish deal mirrors Denmark's, Finland will finance the production of Ukrainian combat-proven weapon systems, primarily drones, in Finland and their subsequent delivery to Ukraine. President Stubb estimates that about 90% of these domestically built drones will be sent to Ukraine, with the remainder potentially for Finland's defense forces or future export. The agreement may also include the transfer of technology, expertise, and intellectual property rights related to Ukraine's weapon systems, thereby enhancing Finland's self-sufficiency and defense capabilities.
