Florida Opens New Path to Professional Insurance License for High School Graduates

Florida high school graduates can now pursue an insurance customer representative license without completing an extended university program. The new route took effect on July 1, 2026, under CS/HB 1343.

Applicants must submit a Florida high school diploma earned within the four years before applying. They must also show that their academic record includes a half-credit course in insurance and personal finance.

The option adds to existing routes based on certain professional designations or a higher education degree with specialized insurance training. The Florida Department of Financial Services receives applications and checks whether applicants meet the educational requirements.

Licensed customer representatives can receive policy applications, prepare quotes and explain administrative procedures to policyholders. They may also advise on insurance, interpret existing policies and arrange new or additional coverage.

The law limits their work to duties performed under the supervision of an insurance agent with a current license. It also directs Florida’s public education system to establish an insurance and personal finance course to support the new employment pathway.
