Former Binh Duong Red Cross Vice Chairwoman Accused of Forging Land Titles for Loans

A shocking case has emerged from Binh Duong province, Vietnam, where Tran Thi Muoi Bay, formerly holding the esteemed position of Vice Chairwoman of the provincial Red Cross, stands accused of serious financial crimes. Thanh Niên reports that Bay allegedly exploited her trusted role to defraud a local woman, Nguyen Thi Tam, of nearly 1.5 billion VND.

The scheme, which began in August 2018, involved Bay borrowing original land titles from a Mr. T.V.Q., whom she was assisting in selling two plots of land in Ben Cat City. Under the pretense of showing the documents to potential buyers, Bay instead made color photocopies of the titles. She then used these forged documents to repeatedly secure loans from Ms. Tam, effectively leveraging fake collateral for substantial sums.

By 2019, Bay was unable to meet her repayment obligations, leading Ms. Tam to file a lawsuit. The People's Court of Thu Dau Mot City initially ordered Bay to repay the nearly 1.5 billion VND. However, Bay resigned from her position at the Red Cross in 2020 and subsequently disappeared, failing to fulfill the court's order and evading her debt.

In September 2024, the Binh Duong Provincial Police initiated a criminal investigation, charging Bay with fraud and the forgery of official documents and seals. The Ho Chi Minh City People's Procuracy has now completed its indictment, bringing Tran Thi Muoi Bay to trial for these grave offenses. This case underscores the severe consequences of abusing public trust and engaging in fraudulent activities within the community.
