Four-Phase Plan to Revive Historic Cairo and Restore Its Landmark Buildings

Egypt has laid out a four-phase plan to bring new life to Khedival Cairo, combining street repairs and infrastructure upgrades with an effort to restore the district’s historic visual character.

The project was discussed at a meeting chaired by Khaled Fouda, the presidential adviser for local development and head of the National Committee for the Protection and Development of Historic Cairo, and Cairo Governor Ibrahim Saber. The meeting reviewed implementation and considered the district’s future as part of the state’s plan to revive central Cairo while preserving its historical and architectural identity.

The first phase will focus on Tahrir Square. The second will extend from Talaat Harb Square to Mustafa Kamel Square. The third will cover the area from Opera Square to Talaat Harb Square. The fourth will include Qasr El Nil Street between Mustafa Kamel and Opera squares, as well as the section of July 26 Street leading to Opera Square. Work on Talaat Harb Street through to July 26 Street will also continue.

Saber called for a clear schedule to upgrade downtown properties and make better use of existing assets. He said activities should reflect the character of historic Cairo and involve government bodies, civil society institutions and local residents. Planning for each street or zone is expected to address traffic movement, signals, streetlights, sidewalks and markets, alongside an operating plan to keep all parties on schedule.

The project also includes restoring heritage facades, repairing streets, improving lighting and utilities, and renewing the appearance of historic buildings. Officials said regular cultural and artistic events could strengthen social and cultural activity in the district, while field campaigns would continue to organize streets and remove obstructions. Fouda described the project as a model for cooperation among the government, private sector and civil society to turn central Cairo into a cultural, historic and tourist destination.
