France announces used electric vehicle incentives, but critics say basic support is too low

France aims to invigorate its used electric vehicle market with a new incentive package, but the details have sparked debate over the level of support offered. The program, set to begin in September, will be financed through the Energy Saving Certificates (CEE) system, funded by major energy and fuel suppliers like EDF, Engie, and TotalEnergies, adhering to the "polluter pays" principle.

While the initiative seeks to encourage the adoption of electric mobility, the basic support of around 337 Euros (approximately 18,659 Turkish Lira) per vehicle has been deemed "quite low" by Romain Ryon, President of Mobilee, a company specializing in transport in Central and Eastern Europe. This amount falls short of expectations for many standard consumers.

However, the program introduces significant advantages for specific professional groups. Healthcare workers, home care personnel, and personal service providers can receive substantial CEE premiums ranging from 2,000 to 2,360 Euros for used electric vehicles priced under 25,000 Euros. This could translate to financial support of up to 130,673 Turkish Lira for these individuals.

To qualify for the incentives, vehicles must have been first registered in France between January 1, 2017, and December 31, 2023. They must also retain at least 80% of their original battery capacity or offer at least 80% of their factory range, with a minimum remaining range of 200 kilometers. Purchasers must commit to holding the vehicle for at least three years, and transactions must be conducted through a corporate dealership or a professional used car seller.
