Fraud in driving license tests: Five defendants convicted

A German court has sentenced five individuals for their involvement in a sophisticated fraud ring that exploited driving license theory tests. The scheme, which ran from February 2022 to July 2025, involved using "doubles" – individuals who closely resembled the actual applicants – to take the exams.

The main defendant, identified as the organizer of the illicit operation, received a combined prison sentence of six years and five months. He allegedly maintained a pool of 30 to 40 people who acted as stand-ins for the tests. The court found that the operation primarily targeted Kurdish-speaking applicants, as theory tests were not available in their language, forcing them to seek alternative means to obtain their licenses.

Applicants paid between 1,300 and 1,500 euros per test to the main defendant, who then distributed the funds among the participants. Two individuals, identified as driving instructors, were convicted of aiding and abetting the fraud for arranging test dates despite knowing the illegitimacy of the process. They received suspended sentences of one year and three months, and one year and two months, respectively.

Two other individuals, classified as "band members" alongside the main defendant, served as regular doubles. One received a two-year and six-month prison sentence, plus a one-year and three-month suspended sentence. The other was sentenced to two years and six months in prison. The court's ruling is not yet legally binding, and numerous other cases against individuals acting as doubles are expected or already underway at the district court level.
