Government Summit on Drought Aid: Balancing Budget Discipline and Agricultural Support

The Austrian government is convening a high-level meeting to address drought relief measures for the agricultural sector, grappling with the challenge of balancing fiscal responsibility with the urgent need for farmer support. The summit brings together key figures including Agriculture Minister Norbert Totschnig (ÖVP), State Secretary Michaela Schmidt (SPÖ), and Neos National Council member Karin Doppelbauer.

Significant disagreements persist among the coalition parties and within the agricultural community regarding the approach to aid, particularly for farmers who have not secured insurance against drought. The ÖVP is pushing for financial assistance to be allocated from funds outside the existing agricultural budget, a proposal met with skepticism by the SPÖ and Neos.

Minister Totschnig emphasized that while insurance covers insurable risks, additional support is necessary. He suggested measures such as interest subsidies for operational loans, acknowledging the government's recent austerity packages but stressing the need for "additional money." Totschnig also firmly rejected reallocating funds from the agricultural diesel subsidy, calling it merely a "shift from the left pocket to the right."

The SPÖ, represented by State Secretary Schmidt, advocates for aid criteria focused on "accuracy, thriftiness, and long-term viability," warning against "over-subsidization" seen in the past. Schmidt noted that the federal and state governments already cover 55 percent of farmers' hail and drought insurance premiums, totaling approximately 160 million euros for 2025.

The Neos party, aligning with fiscal council chief Christoph Badelt, expressed doubt about the availability of new funds, stating, "We don't see fresh money." They stressed the importance of addressing the "longer-term perspective" rather than just "symptom control." Drought damages in Austria are estimated to exceed one billion euros this year, with a significant portion uninsured or underinsured, highlighting the complex financial and political landscape surrounding agricultural support.
