Gubernatorial candidates file plans with copied passages and references to other states

Plans filed by candidates for governor with Brazil’s Superior Electoral Court contain passages, and in some cases entire documents, previously submitted by political allies in other states, according to a survey by Folha de S.Paulo.

Some of the copied material still includes local references that do not match the candidacy using it. The finding points to policy documents being reused across campaigns without fully adapting them to the state or candidate involved.
