Haj Ministry asks for 60% of BPIH to be covered by benefit value, BPKH mentions Hajj fund security

The Indonesian Hajj Financial Management Agency (BPKH) has stated that a proposal to allocate 60% of the Hajj pilgrimage costs from the benefit value of Hajj funds requires careful consideration. The agency stressed that increasing this portion impacts not only the affordability of the pilgrimage but also the long-term sustainability and fairness of the Hajj funds.

Fadlul Imansyah, Head of the BPKH Executive Board, affirmed the agency's support for efforts to keep Hajj costs accessible. However, he noted that the proposed 40% pilgrim contribution and 60% benefit value financing scheme is still under discussion between the government and the House of Representatives (DPR).

"BPKH fundamentally supports efforts to maintain affordable Hajj costs for pilgrims. However, the 40% Bipih and 60% benefit value composition is still a proposal being discussed by the government with the DPR," Fadlul said after presenting BPKH's achievements, including eight consecutive WTP (Unqualified Opinion) audit results, in Jakarta on Monday (July 27, 2026).

He explained that BPKH provides technical input on the financial capacity and sustainability of Hajj funds. The final Hajj operational cost (BPIH) will be determined by the President after approval from the DPR. For the 2026 Hajj, the current financing composition involves pilgrims paying 62% of the Bipih, with the remaining 38% covered by the benefit value of Hajj funds. The average Bipih paid by pilgrims was Rp54,193,807, while Rp33,215,559 was subsidized by the benefit value.

Imansyah emphasized that the primary concern is not whether the 60% benefit value scheme would burden BPKH as an institution. Instead, the critical issue is ensuring that a larger allocation of the benefit value continues to safeguard the security of Hajj funds, maintain liquidity, protect the rights of millions of waiting pilgrims, ensure intergenerational equity, and uphold the financial sustainability of the Hajj program. "So, the issue is not whether the scheme burdens BPKH as an institution, but whether the use of a larger benefit value can still maintain fund security, liquidity, the rights of millions of waiting pilgrims, intergenerational equity, and the financial sustainability of Hajj," he stated.
