Hamas strengthens grip on Gaza through clan leaders, local committees - report

Hamas is systematically consolidating its power in the Gaza Strip by embedding loyalists within clan structures and local committees. This strategic move aims to solidify the group's influence ahead of a planned transfer of formal authority to a technocratic administration.

The terror group is reportedly promoting individuals with ties to Hamas into key positions within clan councils and appointing them as local administrators, known as "muktars." This effort is bolstered by providing incentives and benefits to cooperating clans, including assistance with conflict resolution and access to humanitarian aid. These measures are designed to foster dependence on Hamas leadership and ensure loyalty.

Palestinian security officials have observed an increased effort by Hamas to place loyal figures in leadership roles within neighborhood committees, particularly in refugee camps and displaced persons' tent villages. The objective is to enhance Hamas's grip on the civilian population, influence local elements to align with its goals, reduce perceived "anarchy," and expand its oversight capabilities. The group has also established shelter and relief communities within tent camps, positioning committee members to manage services and support for residents.
