Legislative Speaker Han Kuo-yu publicly berated KMT caucus whip Fu Kun-chi, sparking widespread discussion and highlighting a deepening rift between the two formerly close political allies. He alleged that a dispute over the guest list for Han's recent delegation to the United States created a significant personal rift between them. Han had reportedly intended to include experts in military and AI, as well as some Democratic Progressive Party legislators, to enrich the delegation's professional profile during discussions with American officials.

However, Shang claimed that Fu Kun-chi allegedly refused to cooperate with the delegation's arrangements, leading to a chaotic selection process involving lotteries. Shang further suggested that Han attempted to adjust the list post-lottery to ensure the inclusion of a military expert like Chen Yung-kang, aiming to bolster the delegation's expertise and image. This effort reportedly involved contacting a legislator who had won a spot in the lottery, but faced alleged obstruction from influential figures behind the scenes.

The ongoing conflict is reportedly affecting crucial legislative work, particularly the review of the upcoming year's budget, which is pending alongside the current year's unfinished budget. Shang indicated that Han is feeling pressured by the need to manage both budget reviews simultaneously and that the lack of cooperation from key decision-makers is exacerbating the situation.
