Hanoi Cultivates New Habits in Low-Emission Zone Pilot

Hanoi is experimenting with a new initiative to combat air and noise pollution in its bustling city center. For over a month, the Hoan Kiem district has transformed its central areas on weekend evenings into a low-emission zone (LEZ), restricting motorized and non-motorized vehicles.

Authorities have set up barriers and signage at the entrances to the designated streets, guiding drivers to park in nearby lots. Residents within the LEZ are asked to dismount and push their vehicles to their homes. This measure aims to significantly reduce the number of personal vehicles and gradually control pollution in the heart of the capital.

The LEZ is already influencing daily travel habits. "Hanoi taking the lead in creating a low-emission zone is very good, in line with global trends," said Tran Ngoc Kien, a 33-year-old tourist from Ho Chi Minh City. While acknowledging the convenience of buses, he hopes for more public bicycle stations and better guidance on using rental apps.

Inside the LEZ, the absence of motor vehicles has created a more open and pedestrian-friendly environment. This pilot phase is a precursor to Hanoi's long-term strategy. By 2028-2029, the city plans to implement stricter controls, potentially banning cars and motorcycles that do not meet emission standards from these central zones.

To encourage the shift to eco-friendly transport, Hanoi is offering free bus rides for journeys within Ring Road 1 until July 30, 2027. This policy aims to help residents and visitors adapt to the new regulations and embrace greener commuting options.
